IssuesAs the Pennsylvania General Assembly debates legislation and policy, it is very helpful to receive feedback from my constituents. By knowing your perspective on certain bills and issues, I believe that it helps me to better represent the 37th Senatorial District. Below, I have provided a listing of the legislation of which I am the prime sponsor. The table lists the bill number and a plain English summary. | SB 269 | Reduces the number of members in the House and Senate by 20%; also provides for a 20% reduction in the budgets of both chambers. |
| SB 270 | Allows a school to award credits to a student that receives foreign language education from an entity outside of the school if the student demonstrates sufficient achievement. |
| SB 279 | Mandates that, regardless of the manner in which they vote, voters be presented with a paper ballot that can be verified and/or corrected by them before a final vote is preserved. |
| SB 297 | Requires lodging establishments to conduct criminal background checks on all employees who may have access to guest room keys. |

Amends the PA Election Code allowing for the maximum ratio of compensation for district election officers. |

Permits chartered schools for the deaf and blind and private schools for students with disabilities to benefit from contributions through the Educational Improvement Tax Credit (EITC) program. |

Allows municipalities to expend public money to repair private sewer laterals when doing so would provide a significant benefit to the sanitation and water management of the municipality as a whole. |

Requires out-of-state physicians who use telemedicine or teleradiology in the treatment of a patient in Pennsylvania to be licensed in the Commonwealth. |

Provides immunity from civil damages for physicians volunteering services in approved clinics that function in medically under-served areas. |

Extends the Employment Incentive Tax Credit with a sunset date of 2015 and a cap of $5 million per year. |

Expands permission for housing authorities in Pittsburgh to appoint police officers who will exercise the same powers that may be exercised by the police of the municipalities where the authority is located to include all of Allegheny County. |

Allows a mayor to accept a fee of up to $150 for performing a marriage ceremony and establishes reporting requirements for the collection of those fees. |
| SB 939 | Establishes universal insurance reimbursement rates for eye care providers and allows providers to use the optical laboratory of their choice. |
| SB 1004 | Establishes the Surety Bond Guarantee Fund Program to assist disadvantaged small businesses to competitively bid on state government contracts. |
| SB 1199 | Makes it an Unfair Trade Practice for a seller to add a surcharge to a sale of goods, without notice, once the price has been fixed and agreed to with the purchaser. |
