For Immediate Release Senate Votes to Promote Local Government CooperationSen. Pippy co-sponsors measure assists municipal authorities Harrisburg -- The Senate has unanimously approved a measure co-sponsored by Sen. John Pippy (R-37) that would encourage municipal authorities to work more closely with local governments. Currently, state law allows municipalities to enter into intergovernmental cooperation agreements, but municipal authorities – such as those overseeing water and sewage treatment -- are not specifically mentioned in that authorization. Senate Bill 1496, introduced by Senate Local Government Committee Chairman Bob Regola (R-39), would specifically permit and encourage agreements between municipal authorities and local governments. "Local governments and municipal authorities serve the same citizens and are equally responsible for the prudent use of funds – whether they come from taxpayers or ratepayers," said Senator Pippy, who chairs the Senate Urban Affairs and Housing Committee. "This legislation will permit agreements that foster cooperation and coordination, eliminate waste and streamline government operations." "We have seen the benefits that local government can gain through cooperative arrangements," said Senator Regola. "By pooling their individual resources, they can collectively address many individual needs, while saving taxpayers money at the same time." The legislation was a result of a hearing the Senate Local Government and Urban Affairs and Housing committees held earlier this year on "Multi-Municipal Planning and Shared Services." Senate Bill 1496 is supported by the County Commissioners Association of Pennsylvania, the Pennsylvania League of Cities and Municipalities, the Pennsylvania State Association of Boroughs, the Pennsylvania State Association of Township Commissioners, the Pennsylvania State Association of Township Supervisors, and the Pennsylvania Municipal Authorities Association.
