For Immediate Release Committee Approves Pippy Bill to Reduce Storm Water Infiltration of Sewer SystemsTargets infiltration of water from private lateral lines. Harrisburg – Legislation sponsored by Sen. John Pippy (R-37) to reduce storm water infiltration into public sewer systems was approved on Monday by the Senate Environmental Resources and Energy Committee. Senate Bill 205 authorizes municipalities and municipal authorities to use public funds for the improvement, extension, repair or rehabilitation of private lateral sewer lines connected to public sewer lines under certain circumstances. These would include when private laterals have been identified through engineering studies as significant contributors to wet weather overflow problems and sewer system capacity, and are determined to be cost-effective components of the solution. "Sewage system overflows caused by heavy rains and other wet weather events present a significant public health risk and stress on public sewer systems that can lead to costly repairs," said Pippy. "In cases where private lines are contributing to the problem, this legislation will allow municipalities and municipal authorities to take action to protect ratepayers from costly system repairs." Studies have shown that between 40 percent and 60 percent of all storm water flowing into municipal sewer systems enters through private laterals. In response, SB 205 would authorize improvements to private lateral to help safe guard the operation of the entire system and improve service to rate payers. CONTACT: Greg Mahon
